The average power bill in New Zealand

"What is the average power bill" has no honest single answer, because bills depend on usage and usage varies more than price does. Here is the published figure, and how to turn it into your number.

People ask for the average power bill because they want to know whether theirs is normal. It is a fair question with an awkward answer: the thing that varies most between households is not the price of electricity, it is how much of it they use. Two houses on the same street with the same retailer and the same rates can be a hundred dollars a month apart.

So the useful version of the question is: what is the average price, and what is my own usage?

The published price

MBIE runs the Quarterly Survey of Domestic Electricity Prices. It prices a defined model household (8,000 kWh a year, low-user plan, controlled hot water, prompt-payment discounts taken) against publicly advertised tariffs, in 42 towns and cities, four times a year.

As at May 2026 the national average was 42.04c per kWh including GST. For that model household, that is about $3,363 a year.

The national figure is weighted by market share rather than being the mean of the towns, so it is not simply the middle of the list. And the spread underneath it is wide: Wellington City at 37.01c against Balclutha at 52.52c.

Turning that into your number

  1. Find your annual kWh. It is on your bill, usually as a 12-month total or a monthly graph. Add up twelve months if you have to.
  2. Multiply by your town's price, not the national one. We publish a page per surveyed town with its current price and its 20-plus years of history.
  3. Divide by twelve for a monthly average, and then expect the real bills to sit well above it in winter and well below in summer.

That gives you a fair expectation. If your actual bills sit a long way above it, the gap is usually usage, not price.

Why "average" hides the two things that matter

Season. Power use in New Zealand is strongly seasonal because most of the extra load is heating. A household whose annual average is fine can still get a July bill that looks alarming. That is normal and it is not a billing error.

Household size and what it heats with. Hot water is typically the single largest electrical load in a New Zealand home, and space heating is the one that swings. A house with a heat pump, a well-insulated cylinder and gas cooking is on a completely different curve to an all-electric house with an old cylinder.

Neither of those is a reason not to compare plans. They are a reason not to read too much into a single monthly figure.

We publish MBIE's survey data by town, including the split between lines charges and everything else, because that data is public, current and genuinely useful for working out whether an address is expensive.

There is no single published monthly figure, because a bill is a price multiplied by a usage and household usage varies enormously. What MBIE does publish is a price. As at May 2026 the national average was 42.04c per kWh including GST. For the model household that survey prices, 8,000 kWh a year, that works out to about $3,363 a year, or roughly a twelfth of that a month before you account for winter.

How many kWh does an average New Zealand household use?

The figure MBIE uses to model its survey is 8,000 kWh a year, which is a reasonable middle for a family home with electric hot water. A single person in an apartment may use a third of that; a large house heated entirely by electricity can use double. Your own annual total is on your bill, and it matters far more than the average does.

Why is my power bill so much higher than the average?

Usually usage rather than price. Electric hot water, electric heating, a poorly insulated house, a spa pool or an EV each move a bill by more than the difference between a good and a bad retail plan. The second cause is location, because lines charges vary a lot between networks, and they are set by where you live rather than who bills you.

Is the average different in different parts of New Zealand?

Yes, and the difference is mostly lines charges. Across the 42 towns MBIE surveys the range runs from 37.01c per kWh in Wellington City to 52.52c in Balclutha. We publish the figure and the breakdown for each of those towns.

Does the published average tell me what I would pay?

No, and it is worth being clear about that. It averages publicly advertised tariffs for one modelled household on the survey date. It is a market indicator, good for comparing towns and tracking direction over time, not a quote for your address.
